The Eastern Partnership is founded on a community of values and principles between the EU and Eastern partners. These values: respect for international law, democratic governance, rule of law, human rights, and fundamental freedoms are enshrined in all the bilateral agreements concluded under the Eastern Partnership. However, democracy has been taking root variably among the partners. Despite clear overall progress, much remains to be done to tackle the persisting challenges to democracy.
